New Business-Academy Partnership Established



KoBE/USIDC and CALIFORNIA UNIVERSITY OF MANAGEMENT AND SCIENCE VIRGINIA CAMPUS agreed to establish a business-academy partnership. By

signing the MOU, we share the responsibility for education and workforce

development for relevant industries, create and offer economic opportunities across

public and private sectors for students and members from the Parties; and

make our communities prosperous through advocacy for education and business.


Presidential Volunteer Service Award Presented to Mr. Sam Hwang



We appreciate hundreds of hours of his commitment to USIDC, its members and partners, and Korean American communities for many years with his business expertise.


Thanks to its contribution to economic development and public education as a 501c(3) non-profit and non-partisan organization approved by IRS, U.S. International Development Center (USIDC) is officially registered under the Presidential Volunteer Service Award program. Accordingly, USIDC is able to choose a few highly-committed members and present the Award to them.


The President's Volunteer Service Award is

...a civil award bestowed by the President of the United States. Established by executive order by George W. Bush, the award was established to honor volunteers that give hundreds of hours per year helping others... The Call to Service Award is the most prestigious... and Awardees may receive a personalized certificate, a medallion, and/or a congratulatory letter from the [current] President.

Phil K.Chung, Attorney at Law, Chung & Press, P.C.  Mr. Chung has been a partner with Chung & Press, P.C. since its formation in 1993. Mr. Chung’s law practice focuses on legal issues involving real estate, construction, business and bankruptcy law, which includes counseling clients in business and contractual matters, commercial real estate and leasing transactions, and the formation of new business entities. Mr. Chung has handled numerous transactions involving the sale or acquisition of businesses, and commercial real estate. Mr. Chung received his undergraduate degree from the University of Virginia, and his law degree from The George Washington University National Law Center. Mr. Chung is admitted to practice in the Commonwealth of Virginia as well as various federal courts.

Sam Hwang, Founder & President, Autumn Contracting Inc. Sam is the Founder and President of Autumn Contracting, Inc. (ACI). Founded in 2002, with his leadership, industry expertise, and commitment to quality of service, ACI has emerged as one of the most innovative general contracting and commercial roofing companies in Washington Metropolitan Areas. ACI has a proven history of serving federal, state, and local governments including U.S. Department of Commerce, National Institute of Standards and Technology (NIST); U.S. Department of the Interior, National Park Services; U.S. Department of Defense; Maryland State Highway Administration, Maryland Transportation Authority; Virginia Department of Transportation; Washington D.C; Prince George’s County and Baltimore City in Maryland, and several others. Prior to founding ACI, in 1985 Sam started in L.A. CA as a Site Manager, served as a Senior Engineering Inspector for the Fairfax County Government in Virginia and as well as a General Manager for other successful construction companies. Sam graduated from Virginia Tech with a B.S. in Engineering. He resides in Fairfax, Virginia and enjoys traveling in his spare time. Sam is also actively involved in various community service organizations.

Matthew Lee, President of KoBE & Chair of USIDC  After graduating from Virginia Tech Mr. Lee began his career at an Army Research Laboratory in Maryland. As an Electronics Engineer, he managed custom hybrid products in the Patriot Missile System used during Operation Desert Storm. Intent on utilizing his federal experience, Mr. Lee founded FASTech Inc. in 1990 and is acting President and Chief Executive Officer. FASTech, based in Rockville, MD, offers a wide range of services including: custom application and database design, network engineering and desktop support, web technologies, digital audiovisual technologies, project management, facilities management, and cybersecurity. As a proven community and business leader, while he is serving as the President of KoBE Government Contracting Alliance (KoBE) and Chair of U.S. International Development Center (USIDC), he is actively involved in many Advisory Councils for state and local governments. Mr. Lee has been appointed to the TEDCO Board of Directors and continues to advance local cybersecurity infrastructure and community ties to the National Institute of Standards and Technology (NIST) by serving on the Maryland Cybersecurity Council.

Kenneth A. Martin, Government Contracting Lawyer, The Martin Law Firm Attorney Kenneth Martin is a government contracting lawyer whose professional career began as an Air Force contracting officer. Mr. Martin learned from the inside how the government crafts its contracts, and how it handles contract problems that arise. With more than three decades of government contracting experience, Attorney Martin knows how to navigate the government contracting claims and disputes processes and is well experienced with working with agency contracting officers to achieve successful outcomes. Mr. Martin understands the value of negotiation to maintain positive customer relations but is also well experience and ready and able to provide effective advocacy before the various Boards of Contract Appeals when necessary to secure positive outcomes for his clients. Located in McLean, Virginia, The Martin Law Firm is geographically positioned and dedicated to representing clients nationwide through each stage of claims process, from the preparation of the claim, requests for Contracting Officer final decisions, and through the appeals stage if and when necessary. Mr. Martin has litigated dozens of claims and default termination appeals before the Boards of Contract Appeals.
